President Huerta asked France to intervene, but the latter declined, pending a declaration of United States policy. .. President Wilson reiterates that mi litary intervention by the United States is not contemplated. He refuses to fctate whether Huerta has replied to the latest note. It is known that fears of the jingoistic attitude of may possibly force matters to a head. The Note sent is described as a penultimatum threatening an ultimatum in the event of the Huerta regime not being eliminated.

(Received Last Night, 5.5 o'clock ) NEW YORK, November 7. Havana reports state that General Felix Diaz has been stabbed. The injury is probably not fatal.
