QUESTION OF CESSION TO CANADA. • 'Timet'—'Sydney Sun' Special Cables, \: (Received -Last .Night, 5.5 io'cloek.) Washington, November 3. Congressman Smith, of Maryland, hae submitted a resolution at the instance of the Universal Peace Union, in favour of ceding Alaskan territory to Canada, on the grounds that it bars access to the Yukon and the Mackenzie basin to the Pacific. It is pointed out that besides winning Canada's gratitude, the movement will stand tho United States in good stead when the question of a White Alliance against the yellow races arise-?.
