The Globe says that Prince Arthur is an unknown quantity ; he may or may not have the attributes of a statesman. If he wants to become one of the pro-Consuls of the Empire it would be better were he to have his .apprenticeship in a less conspicuous office. There may be no real objection to a Court at Ottawa, but undoubtedly there would be to hereditary Governors-General.
