LABOUR CONGRESS.

NATIONAL FEDERATION PROPOSED.

(Received Last Night, 11 o'clock.) SYDNEY, October 22. The &<abour Congress resolved to convene an Australasian Union Congress next year, for the purpose of accomplishing a Federation of Labour on a national basis. Mr Catts, the president, said the congress would doubtless cause a great stir, as it would cover all the Australian States and New Zealand. He condemned Judge Seydon's recent strictures on northern miners, and declared that such statements unfitted him for the position of a judge of the Arbitration Court. A deputation was appointed to wait on the Minister of Justice, with a view to Judge Heydon's removal from the Court.
