PARLIAMENT.

In the Legislative Council yesterday, the Local' Elections and Polls Amendment Bill was read a third time , and passed. The Premier stated in the House of JRepresentatives, "in reply to Sir Joseph Ward, that he had hoped to lay the Dominion's position regarding^the Naval policy before the House • this week, but circumstances appeared to militate against that action. The House then proceeded to discuss the Land Bill in odmmittee, and slow but effective progress was made tip till midnight. A division on clause 48 was taken . at 1.15 a.m., when the voting was: Ayes l 43, noes 18. A division was also called on clause .' 49, extending the right of purchase over settlement lands in certain cases. The clause was retained by 39 votes: to 2L '
