Renter states that the Dominions made no proposals regarding a Defence Conference, and there is therefore no reason for surprise and disappointment in the overseas that it is impossible for Imperial Ministers to go to Vancouver owing to pressure of business. . AN AFRICAN VIEW. IMPERATIVE NEED FOR COOPERATION. (Received Last Night, 10.30 o'clock.) CAPETOWN, Oct. 8. •_ The newspaper Argus states that if it is not worth while to hold a Naval Conference, .some will presume that the naval situation is not disquieting, as suggested by the Hon. Winston Churchill's Canadian memorandum.. Nevertheless, the need for Imperial co-operation in sea defence is as imperative as ever.
