BOROUGH COUNCIL.

MONTHLY MEETING, The monthly meeting of the Masterton Borough Council was held in the Council Chambers , last evening, there being present: His Worship the Mayor (Mr J. M. Coi'adine), and Crs. H. J. O'Leary, G. W. Sellnr, F. W. Temple, E. Flanagan, W. Candy, W. R. KembaJl, R. J. King and W. E. Winzenberg. An apology for "absence was received from Gr J. C. Ewington. The Masterton Municipal Band wrote, applying fdr the usual grant of £lO.

The Mayor said he did not consider an adequate benefit was returned for grants made. He thought it would be better to grant & subsidy to one good band. At present matters were in a very unsatisfactory position. Frcjm a public point of view, he did not think it was worth while supporting the band in its present disorganised state.

Cr Sellar suggested referring letter back'-to'the Band, and ask for a statement of the programme proposed to be carried out during the coming year. Cr King favoured doing something to place the band on a better footing; He did not think the Council shotiMwithdraw its support at a time when the Band was in low water.

On the motion of the Mayor, it was decided that Crs Candy, King and O'Leary and the mover be appointed a. committee to communicate with both local bands, with a view to placing matters on a more satisfactory basis. An'application from the Municipal, Band to hold a sacred concert in the Town Hall on Sunday next was declined, on the grounds that the request was not in accordance with the standing orders. An application to have "The New Zealand Farmer') and ''The Dairyman" added to the list of papers in the'- Municipal Library, was referred to the Library Committee. The secretary of the Wairarapa A. and P. Association wrote, asking that a public holiday from 11 a.m. be declared in Masterton on the day of People's Day of the .Society's annual show.

The matter was referred to the local Holiday Committee. A communication was received from the Foxton Borough Council, asking the Council to endorse a resolution passed by the former body that the Municipal Act be amended to permit of Borough Municipalities conducting picture entertainment shows.

It was decided to endorse the resolution of the Foxton-Council.

COMMITTEE REPORTS. The reports of the following committees were read and adopted:— 3VORKS AND FINANCE.

A petition was received from the residents of Dixon Street, between Church Street and Park Street, asking for something tojje done to relieve the stagnant water laying in front of their gates.—lt was resolved'that the same be kerbed and channelled at a, (tost of £72, the footpath to be made nine feet wide.

■ Accounts, totalling £959 2s> 5d were passed /for payment and- charged to the following accounts: Gas, £835 14s 3d; general, £123 8s 2d. GAS AND ABATTOIRS. ..

The report of the gas manager was received, and arising therefrom, he was instructed to circularise boroughs owning gas works, re purifier boxes for sale, and it was left in the hands of the chairman and manager to accept or otherwise any offer. The manager was instructed to call tenders fad* the supply of coal for three and five yeans.

A letter way received from Messrs Pinhey Bros., asking for the removal of the lamp in the centre of Queen Street opposite their stablas entrance, and it was resolved that this committee has no recommendation to make.

Accounts totalling £B3B 17s 5d were recommended to he passed for payment.

PARK AND 1/IHRARY

A letter was "received trow the Wellington City Council, rogret-ting that they could not spare their landscape gardener to visit ifasferton and report upon the Park beautifying scheme.—Received.

Accounts amounting to £5 los lOd were recommended for payment. It was resolved to instruct jh© Engineer to give an estimate of cost of strengthening the stop-bank along the river.

It was..resolved to ask the Sergeant of Police if he could arrange for a policeman to occasionally visit the Park during the day and also evenings.

It was also resolved to write to the proprietors of the Otago Daily Time®, asking them ,if they would forward a daily paper free for placing in the reading room.
