The Right Hon. Herbert Samuel, British Postmaster-General, in a speech on Imperial relations, said: — "We realise in England that Canada, New Zealand, Australia, and South Africa must not be interfered with. •They must be masters of their own affairs. The freedom of the Dominions is their strength. The Empire lives, and will conitnue to live, because the various parts are free." Referring to the defence question, Mr Samuel said: "It cannot be right that the burden necessary to our common advantage should press on one pair of shoulders alone ; but what action the Dominion should take is a matter for themselves alone;"
