Lloyd George, speaking at Birmingham, forecasted the main lines of the proposed land reform, which, he said, would follow the Scottish Land Act. They m'ustr establish an independent body as between the landowner and the small tenant, while town tenants who suffered from land monopoly should be enabled to got,a renewal of their tenancy froTi an independent tribunal.. A neutral board should fix the agricultural labourers', living wage.
