Wo have heard a great deal about the desire to "buret tip" the largo estates and to prevent reaggregation, but it is rather significant that the Bill is silent aa to increasing the Graduated Land Tax, which presents itself as affording the only effective means for. compelling the subdivision of large estates, at present only partially worked. —Greymouth Star.

Before they reached office, Mr Massev and his frionds made the most ravK-.il promises of reform, but ft is obvibua nctw that they had never taken the trouble to consider how reforms could be 'brought about. Now they have to admit that the tasks which a section of the people entrusted to them are beyond their powers. They can only tinkor With legislation, and produce piecemeal proposals.
