SMALL SCHOOLS.

There is very little doubt in the minds of educationalists that the multiplicity of small schools in the Dominion has bee>n responsible for the enormous increase in the cost of education, and to the dearth of qualified teachers. The creation of small schools has been the result, largely, of political wirepulling. Instead of taking the advice of the Education Boards, the Ministers df Education in the past have been influenced by the recommendations of members erf Parliament, who have always had an eye to the main chance, which is the capturing of votes. The amounts voted by Parliament for school buildings and residences, instead of being controlled, as they should have been, by the Education Boards, have been administered by the central Department, which means the Minister for the time being. The whole system has been worked as an electioneering machine, and the result has been extravagance, over-lapping s and a general deterioration in the standard of education.
