The debate on the Legislative Council Bill was resumed in the Council this afternoon by the Hon Mr Anetey, who disagreed with the tw© principles embodied in the .Government Bill, namely, election on ike democratic franchise and by pro* ~ -portional representation, He agreed that some intermediary power was neeessary but if. elected that power would! become either a duplicate ;if ; the Lower Blouse or ,:- it. Jenkinsbn said that as the Council had twice- «hdorgeti the principle-of election, he would TOt« for the" Bill, but would endeavour to : amend it in committee bo as to provide a scheme for* dividing tie Dominion into ten electorates, each electing four members. If such an amendment was not made, he would vote against the SEW reading. The Hon. C. M. Luke adhered t* the view he had previously expressed that a partly-elected and partly-no-minative system was the best. He wan prepared to trust the people. If elected, the members must be chosen from the people direct, while >he nominative element would be a steady. ing influence' in the elective body* That was the only solution of the problem. * The Hon.
