AN IMPORTANT SPEECH. BY VISCOUNT HARDINGE. (■Received Last Night, 11.10 o'clock.) SIMLA, Sept. 18. - Jn adjourning the Legislative Coun" cil, Viscount Hardinge made an important review of the Indian policy. He emphasised the importance of the existence of Turkey a-s an independent Power. He would, however, add a word of friendly warning to the Moslem community in India. They must not give an unreasonable interpretation to the idea of Islamic solidarity. Alluding to the position of Indians in self-governing colonies, he said that while the colonial Governments were extremely sensitive, the Indian Government fully recognised their responsibilities, and spared no efforts to. protect the interests of fellow Indian subjects. They would continue to urge these views until redress was obtained. He laid special stress on the right of entry* to Canada of the wives and children who had acquired a Canadian domicile. He hoped thj defects in the South African Immigration Bill wojuld be remedied. He regretted the appalling increase in the lawlessness in the Northernwestern Punjab, and among the Da* cdities in Ea&tejrn Bengal. He cohclud'ed by justifying • the heavy expenditure, on higher, education in India.
