WHAT WOULD HAPPEN?
What would happen if the proposal of the Legislative Council Committee were given effect to, and Legislative Councillors were elected by Houses, sitting jointly? The part? in power would be in a minority, and the Liberals could elect; ah; Upper Chamber which is entirely otit of touch V.ith popular sentiment. If on "the qffoer hand, the Government were sufficiently strong to gainthe advantage, and the Liberals were to come, to power at the next election, they would be in precisely the same position. Election by thevfcwo Houses would resolve itself into election by party, and this would, to all iutenbs and purposes, produce the same result" as nomination by Ministefs. If the Upper House were composed of expex-ts, there might be some justification, for its members being elected by the Legislature. But, under the existing circumstances, we can see no other SJourse open than for the Legislative Council to be elected by large constituencies, as proposed by the Government.
