COLLECTING THE SALT TAX. ACTION BY GERMANY. (Received Last Night, 5.5 o'clock.) I,OMi>ON, Sept. 13. Reuter's Peking correspondent states that the Towers have complained, but so far fruitlessly, that instead of the salt tax, which is the guarantee tor the recent loan, being collected as promised before the produce leaves the factories, the salt has been sent all over the country without being taxed. It is persistently reported that an agreement has been partly reached whereby a German Lieut.-General, with a staff of six officers and an interpreter, shall be employed at Peking. Besides these, two hundred German officers will be distributed throughout China. It is-estimated that this will cost £200,000, of which the Krupps Company will provide £50,000. The strongest opposition is expected on the part of the other Powers.
