The House went into committee on the Land Transfer Amendment Bill, which was passed'through with minor machinery, amendments. » IRRIGATION BILL. The Irrigation and Water Supply Bill was then considered in committee. Mr G. W. Russell objected to the clause providing that all moneys raised undet. the Act shall be. paid into the Public Works fund to, the credit of a separate and : shali,v. without; further apprapriations be applied by the Minister of Public Works, as he thought fit, towards tne opening up and development of land' for settlement in arid He contended that it,was proposed to hand the Minister of Public Works a cheque "for £IOO,OOO, and Parliament was not to know what was being .done. The Hon. W. F. Massey said the • provision had been taken out of the Appropriation Act, and had been put in the Bill. There was nothing new' in the provision. It had beam the law for years. What was proposed to be done would be found in the Public Works statement when it came down. Mr Russell persisted that no information would be forthcoming regarding the expenditure of the money. Parliament should know where the money was going to be spent. He moved to strike out the words providing that mo appropriation, was neces-. sary.
