HUERTA REGIME.
AN AMICABLE DISCUSSION. 'Times I—'Sydney 1 —'Sydney Sun' Special Cables, (Received August 22, 8.30 a.m.) MEXICO CITY, August 21. -—Mr Lind, the United States Special Envoy, and President Huerta are negotiating amicably. The report that Americans here threaten to deliver theiit passports to the United States Embassy is emphatically denied. British residents are organising a manifesto asking the European Governments to use their influence to secure unanimous recognition of the Huerta Government. Foreigners are convinced that the United States must immediately r&oognis® the Government.

MOTION IN THE SENATE,
(Received August -21, 11.30 a.m.) WASHINGTON, August 21.
Senator Penrose lias introduced in tihe Senate a resolution authorising the President to despatch troops to Mexioo to protect American lives and interests, such step being decreed by the Senate as being in no way an unfriendly act towards Mexioo. Opponents of the resolution point out that General Huerta's attitude hitherto has given every indication that it would, be vain to hope or expect Huerta to regard .such action as friendly. . H Democratic members* of the House of Representatives sought to pass a vote of confidence in the President's Mexican policy, but the caucus decided not to embarass the Administra-. tion at present, and the motion was therefore dropped.
