LONDON, August 5. iMr John Burns, President of the Locql Government Board, presiding at the Asseciatioofor the Prevention of Infant Mortality Congress, said there were too many childless women mourning oyer oats and keeping the, company of dogs. It would be bappier for other people's children, if, instead of wasting money on overcoats, slippers, and bracelets for dogs they would consult him; he would be pleased to provide human substitutes.
