LONDON, July 31. ;.*■ The Daily Mail's 'Washington correspondent reports that the British Government has announced that it does not intend participating in the Panama Exhibition of 1915. Some of the Continental Governments also threaten to be unrepresented, on the ground that America cannot guarantee protection for foreign patents exhibited.
