CONGRESS OF MINERS.
THE INTERNATIONAL GATHERING. (SYDNEY "SUN" SPECIAL.) (Received July 24, 8.30 a.m.) BERLIN. July 23. There are 200 delegates at the International Congress of Miners at Karlsbad. Mr Smillie (Englaiid), who is presiflent of the congress, said he believed the Balkan war could have been prevented if the workmen had struck before its outbreak.
