HOME RULE BILL.

O ' ' AN IMPRESSIVE * SPEECH. (SYDNEY "SUN" SPECIAL.) ' W (Received July 17, 8.30 a.m.) LONDON, July 16. In the House of Lords, Lord Loreburn contributed an impressive speech ] to the Home Rule debate. There j still remained, he said, six months 1 before the Bill would be able to be reintroduced, and if the. time were spent not in creating difficulties, but ' in trying to assuage them, he had faith enough to believe that somo agreement would be attainable, carrying the consent of all parties, without which it would he of little value. If successful, such an agreement would Confer a priceless benefit upon England in her hour of danger. THE TIMES'S OPINION OF THE DEBATE. "POLICY DICTATED BY A Mr. SECTION." -(SYDNEY "SUN" SPECIAL.) (.Received July 17, 8.30 a.m.) ; LONDON, July 16. The Times, in a leader, deals with the House of Lords' debate on the Home Rule Bill. A special feature, says the paper, were the speeches in favour of Lord Lansdowne's amendment. They exhibited, from differ- • ent points of view, a very just and sympathetic insight into the Irish problem. "Tliet policy of the Government, on the other hand, revealed more and more clearly that that policy has been dictated by a section, and for that very reason can never succeed."
