DISCUSSED BY THE COMMONS. USE OF IMPERIAL TROOPS. (Received Last Night. 11.10 o'clock.) LONDON, July 10. In the House of Commons, *Mr Keir Hardie, in reply to the Hon. Lewis Harcourt, stated that Viscount Gladstone had remarked to General Smuts that he presumed every precaution would be taken to avoid collisions between civilians and the military. Mr Harcourt stated that on July 3rd, ho had suggested that it would be desirable to employ local forces, as the Imperial forces were there for other purposes. Viscount Gladstone had replied that the local forces were inadequate. He agreed that only extreme necessity would justify the summoning of the Imperial forces, but that existed. The failure to summon the forces would probably result in great destruction of property and irreparable loss of life. The South African Government had since expressed appreciation of the Imperial assistance. .>>- Mr Keir 'JTardie gave notice to move that attention be drawn to Viscount Gladstone's action in authorising troops to uphold the South African Government's suppression of pub-' lie meetings, ' which had resulted in killing and wounding 270 people. - MAYOR DECLINES TO CALL A MEETING.
