Replying io the Liberal Gamvacmers' pamphlet in favour of Federalism by consent, Lord Grey states tmit 'the first essential is the withdrawal of Home Hule, which reduces Ufcter to an intolerable subserviency. If persisted in, it must lead to Moodshed ami a civil war. The TJlstermen were being robbed of their -autonomous lights and of ¥he'ir jus't.-share of representation, m the Imperial Parliament.
