Mr W. R. Riddel}, S.M., of Wellington, lias held that "betting" is not "gaining" within the meaning of the Licensing Act. It, was admitted that a hot was made on licensed premises, but the Magistrate, guided by some old English statute, decided that this was not "gaming." If betting is not gaming, then may we ask, what is ' 'gaming p" The decision of Mr Riddell lias opened the door very 'wide to the practising of games of'chance on licensed premises. It would be well if the Police Department were to secure a decision from the Supreme Court on the subject. The Legislature, also, might take cognizance of the case.
