SOUTH AFRICAN MEASURE. ON CANADIAN LINES. (Received May 2, 11.10 a.m.) CAPETOWN, May 1. The Hon A. Fischer, Minister of the Tmterior, in. the Union House of Assembly, moved the second reading of the Immigration Restriction Bill. He remarked that the power of exclusion followed on Canadian lines, as being less objectionable than the Australian. Mr Chaplin described clause 3 as calculated to facilitate the autocratic stopping of afiens, and said the Immigration Bill ,also interfered with existing rights.

CALIFORNIA AND JAPANESE. (Received May 2, 11.10 a.m.) WASHINGTON, May 1. President Wilson has refused to comment on Mr Bryan's, failure in regard to California and the exclusion of Japanese, stating that the whole question is too delicate. , It is understood it is the President's intention soon to attempt to regulate anti-alien legislation, through the establishment of a national policy. The Californian Senate, is considering the Webb Bill, permitting all aliens eligible for citizenship to acquire land. .Japanese are not permitted to become citizens, but are placed under sharp restrictions, and not allowed to lease land. They will on'v be allowed life interest dij real estate.
