A REMARKABLE ARTICLE. ... BY ISRAEL ZANGWILL. (Received Last Night, 10.25 o'clock.) LONDON, April 21. Mr Israel Zangwill, the wellknown author, in a remarkable article in the Chronicle, entitled, "The War-Devil," pictures statesmen primed, with culture, Christianity and peace, yet condemned to build, not God's Kingdom, but the Devil's Kingdom. England and Germany are, he says, playing at the war-game like a game of card, trumping each other's lead. With the baleful shadow of Bismarck looming over I Europe, terror-stricken England throws herself into the arms of Russia, sinking, perforce, to the level of her barbarian swain. Mr Zangwill adds: "We have all i the cost of greatness, yet we have no greatness, and the same /spiritual blight was over the bulk of Europe when united .Europe nerved itself to demonstrate against Montenegro. Since The Hague Conference was established, the bloodiest battle* have been fought, and the British colonies, long the languorous abodes of peace, have embraced conscription and are building battleships. The arbitrationists can take us no further. The love of law must yield the toll of love. If Germany desires our territory, she must have it. There is no reason, other than the sword, why Britain should possess one-fourth of the globe. .No law of Sinai or Calvary laid down that Australia or Egypt should be British. The All-Red route means a route of blood. Germany must also yield Alsace-Lorraine and establish an open door to her possessions, and soon allround, over the whole field of politics."
