COAL DECLARED "BLACK." (Received Last Night, 9.10 o'clock.) SYDNEY, April 21. Tho Northern Miners' Delegate Board has resolved to expel the Minim Lodge from the Miners*' Federation. The decision was the outcome of the Minmi miners entering into an agreement with the proprietors of tho Minmi collieries against the desire of the Federation, and will mean thai Minmi coal will be declared "black," and will not be handled by Unionist coal-lumpers.
