SCENES OF DISORDER IN RETOHSTAG. ALLEGATIONS AGAINST ARMY. (Received Lagfc Night, 11.20 o'clock.) BERLIN, April 10. The Army Bill has been referred to the Budget Committee. There were scenes or disorder in the Reichstag. The Socialists, loudly cheered General Heussler, a retried Bavarian -artillery officer, who declared that'universal service merely existed on paper, and that the growth of the army did not keep pace with thte increase in population'. Germany, he said, was unable to financially maintain complete conscription. He declared that the officers were insufficiently trained, and that the artillery was below modern requirements. The Minister for War denied General Heussler's allegations.
