CLOSURE BILL INTRODUCED. A SCENE OF DISORDER. (Received Last Night, 9.35 OTTAWA, April 10. The Hon R. L. Borden, Prime Minister, introduced a Closure Bill, with the object of ending the Liberal obstruction to the Navy Bill. Mr Borden pointed out that Sir Wilfrid Lauriea-, previous to last election, pledged himself to introduce a Closure Bill, in en-den- to enable the House to transact its" business without being at the mercy of the minority. A scene arose when Sir Wilfrid Laurier and Mr Hazen attempted to speak simultaneously, and the Speaker gave Sir Wilfrid Laurier the preference. The House voted in Mr Hazen's favour. Cries of "Shame!" prevented Mr Hazen's speech being audible. The uproar ceased when Mr Hazen'-fj speech was ended.
