TEACHERS' SALARIES.
There can be very little doubt that the basis upon which school teachers' salaries are paid in New Zealand is fundamentally wrong. To expect fjUalified teachers to go into the country and imparl instruction under the present average attendance system is unreasonable. The anomalies created by the system arc most perplexing to teachers and to those charged with its administration. Ts there any wonder that the service is being spurned by the brightest of our young men, when the salaries are subject to most disagreeable, fluctuations? Ts it surprising that men with families prefer the towns to the country, wlic-n the educational advantages are so pronouncedly in favour of the latter? The Government i,s .spending about a million of money a year upon education, Lut ther© is reason to fear that tho country is not receiving anything like value for its money. The adjustment of salaries will require to lie immediately undertaken if the service is to become efficient.
