. -♦- EXCHANGE OF COMPLIMENTS. AN INFLEXIBLE RESOLVE. (Received Last Night. 8.10 o'clock.) ST. PETERSBURG, Feb. 16. His Imperial Majesty the Czar, in reply to an autograph letter from the Emperor Fran/. Josef, of Austria, referred to the long-s>:anding_ friendship between the two countries. He added that Austria's attitude during the past few years had impelled Russia now to intimate her inflexible resolve to support the interests of the Slav brothers. The Czar anticipated, however, that means would be found to maintain peace, and he referred to the essential bases of Austrian policy in the Balkans.
