The Opposition violently attacked Count Katsura-, who, they said, was unfit to constitutionally hold the premiership. Count Rat-sura replied, amid an uproar. Ho read an Imperial edict adjourning the Diet. Crowds were congregated outside the Diet, and choered tho Opposition. They threw tho ,seceders to Count Katsura's party from their rickshaws and attempted to duck them in the canal.
