I If there is one Department of State in New Zealand that requires re- '■ organisation more than another, it is that which controls the public-works. Hundreds of thousands of pounds are passed through this Department every year, and there is a strong suspicion that the country does not rereive value for tho money expended. The Hon W. Fraser has already expressed himself dissatisfied with the way in which the revenues have been dispensed; but he will require a very firm hand if he expects to bring about a reform. Other Ministers have known the weakness, have .striven to improve matters, and have failed. Will Mr Fraser do bettor? Time alone can tell. The first move in the direction of reform should be to restore the Roads and Bridges Department, so that this 7)art of the public works will not bo mixed up with railways and public buildings.
