Mr P. 0. K'uox, the astute Secretary' of State for the • -United* "State®," is quibbling when he sayfe that the tolls for the Panama Canal are not fixed tinder the Canal Act, but by proclamation. The veriest tyro in politics must Iknow. that the proclamation must issue in terms of the Act. However, Mr Knox has agreed to an - r < minutioa of tlie computations wider vliioh the tolls have been fixed, land he suggests that any. difft'.rences that might exist be ratified bV a Joint High Commission, as provided for in the umiatified Anglo-American Treaty, of ] f )ll. He goes further; and says that America is prepared to ratify thi&. Treaty.Thiswill open up a new phase of the discussion. Hie ratification cf the Treaty might embarrass Great Britain at the present juncture. It will he interesting to know how Sir Edward Giv.y will treat the suggestion.
