SPEECH BY GENERAL HERTZOG. HE EXPLAINS HIS DIFFERENCE. (Received Last Night. 8.25 o'clock.) CAPETOWN, January 13. General Hortzog, speaking at Smithfield, declared that the difference between himself and General Botha was that he was not going to lay the children, and the interests of South Africa, on the altar oi the moloch of egotism and envy. He de? sired that the Dutch should always make sacrifices to the English, in order to secure conciliation. South Africa was then not ripe for conciliation. He instanced the cancellation of the students 7 demonstration to celebrate tho restoration of tlie Dutch language. Genera,l Botha had opposed this celebration. There v"". sai:l General Hertzog, .no consistency cbout the Government. The foreign vested interests in Johannesburg and elsewhere were inimical to the country s interests.
