In the House of Commons the Rt Hon Winston Churchill stated that the regulations prescribed for the examination of the cement coating on the inside bottom plating, whenever a ship was in the dockyard. No such survey had been made in connection with ' H.M.S. Torch, between 1905 and March. 1912, but as she was out of commission none of her officers had actually committed a Irrcach. rendering them liable to a disciplinary measure. The only deficiencies revealed were due to want of .inclement eommonsense and businesslike capacity The captain in charge of the dockyard was severely censured, and the officers in the vard immediately concerned "-fluid be informed of the Naval Levis' serious displeasure.
