The Allies have declined to eritieis the Turkish proposals, because the assume that Macedonia reforms ai still sought, whereas the destinies < the Macedonians have passed out c Ottoman, hands. A territorial basi is the only one on which the negotia tions will proceed, M. Reschid reminded the Confei en.ce that the Allies undertook th war to compel the Porte to gran reforms which it was now willing t concede, and that the League spor taneously and emphatically disclaime territorial aggrandisement.
