Jackson -has sent the, fol- r •lowing circular to .School Committees ■ Gentlemen,—l am a candidate for l the vacancy on the Education Board x caused by the retirement of Mr A. L H. Vile. * The following are my views on certain educational matters. Committee's Powers. —I sun of opinion that committees' powers bo extended. If in small matters of expenditure estimates were submitted by the committees to the Board, and the committees themselves au-' thorised to carry out the work, both money and time would in many cases be saved. Agricultural High School for Wairarapa. —I have been in close touch with the -promoters of the Free Place High School 'movement in Master'ou, and I am satisfied that an Agrrui- I Itural High School, such as is proponed, will prove a very great bench: to the farming community, as well as to others throughout the Wairarapa: and T am heart and soul with the movement. As .the Educasbn Board will require to recommend the Free Place High! School, it is important that a straight-out supporter of such a school' bo elected. Any Miggestion that such High School would .replace any District High School other than the Masterton District H gh School is not in accordance with fact. I have the authority of t'lie Education Department for this statement. Classification of Teachers. —This matter must be again dealt with by the-Board and on broader principles. In the 'main. T approve of the teachers''scheme of classification. It requires some modification, 'however, so as to protect the school committee's" 1 interests. The committees shmll '• have the choice of at least two names in the matter of appointments. I would support, n compromi."' on the lines T have indicated. Tb" Wellington Board is almost alone in its opposition to classification. We ca'inot iget the best teachers t'> enter r>nd remain in the service without some . such' -system-.
Grade TV. Schools. —Schools with ait average attendance of 31 to 35 should, in. my opinion, hj" given the assist "ire of a pupil teacher, instead of being, a-s' now. s:)\f> teacher schools. The District.—The Wairarapa Ward extends from the Rimutakas to the Mannwatu River. There are S v schools and -4400 school children : 3000 reside in the Masterton and northern district, and 1400 in the district south of Masterton. The sitring members are Mr W. C. Buchanan. I who resides in the south, and Mr A. W. Hogg, who resides in Masterton. Mr A. H. Vile also resided in Masterton. <n that iho northern disrrirt had no resident representative. Personal.—l .have been twentv v>mv-; in the district; for 1-1 years I bave been a member of tjjp Konuarang.i School Committee, and for 11 >eara member of the Mauriceville County Council, and its chairman on five occasions.
