Baron Saito, ofter conferring with the Admirals, who held that naval expansion was vital to the expansion c£ the Empire; declined the portfolio «i" Minister to the Navy. The Emperor thereupon issued an edict, ordering Baron Saito to aoce.pt/the portfolio and remain in office. Baron. Kato has accepted the portfolio of Foreign Affairs.
