, ARBITRATION ADVOCATED. '(Received This Mornin- 12.40 o'clock) WASHINGTON, December 22. Professor B. I. Wheeler, addressing the American Society for the Settlement of International Disputes, argued for the submission of the Panama Canal question to arbitration. It was he said, that the United ,State,s would refuse to place the question of tolls before a a Imperial tribunal, such as the Hague judges. She had better lose than to act falsely to the plighted faith and honourable traditions of the past 125 years.
