In anv Handicap Race (except Hi* Wairarapa Cup Handicao), the winner of anv Flat Race after declaration of we'ights shall carry a penalty of 101b, and of every additional race a farther penalty of 61b extra. Horses handicapped at Bst 101b and overto carry only half the above penalties. Or, if the Handicapper considers it necessary, he may increase the above penalties.
