MR BORDEN'S NAVAL I'ROPRAMME. PROBABLE MODIFICATION. (Received December 18, 8 a.m.) OTTAWA, December 17. The Free Pres« states that Mr Borden will probably modify his naval programme iri the dii'cction of adopting part of Sir Wilfrid Laurier'a definite fleet unit policy. DEFENCE OF THE PACIFIC. INTERVIEW WITH MR JAMES ALLEN. (Received December 18, 9.30 a.m.) SYDNEY, December 18. The Hon James Allen (New Zealand Minister of Defence), in an interview, expressed the opinion that New Zealand, Canada and Australia would join hands some day in the defence of tho Pacific. "It is too much to ask the Mother Country *>o do it," he said ; "that is our duty." During his visit to Melbourne Mr Allen attends a meeting of the Defence Council, at Mr Pearce's invitation.
