In any Handicap Race (except ffie Wairarapa Oup Handicao), the win* ner of any Flat Race after declaration, of weights shall carry a penalty of 101b, and of every additional rac*> a further penalty of' 61b extra. Horses handicapped at Bst 101b and over to carry only half the above penalties. Or, if the Handieapper co»siders it necessary, he may increase the above penalties.
