PENALTIES. In any Handicap Race (except the Wairarapa Cup Handicap), the winner of any Flat Race after declaration of weights shall carry a penalty of 101b. and of every additional race a further penalty of 61b extra. Horses handicapped at Rst 101b and over to carry only half the above penalties. 'Or, if the Hnndicappor considers it necessary, he may increase the above penalties.
