STATEMENT OF CANADIAN PREMIER,

LONDON, December 4

The Daily Telegraph is informed that when the Hon. R. L. Borden, Canadian Premier, makes his naval statement, he will be privileged to anncunce that the desire of the Dominions to participate in the Council of tbe Empire has been responded to. It is understood that the statement will entail an increase in the number of bluejackets, but the pay will involve a quarter of a million annually.
