PENALTIES. In any Handicap Race (except tie Wairarapa Cup Handicap), the winner of any Flat Race after declaration of weights shall carry a penalty of 101b, and of every additional race a further penalty of 61h extra. Horses handicapped at Ssfc 101b and over to carry only half the above penalties. Or, if the Handicapper considers it necessary, ho may increase the above penalties.
