Tn any Handicap Race (except the Vairarapa Cup Handicap), the winler of any Flat Race after declaraion of weights shall carry a penalty f 101b, and of every additional race , further penalty of' 61b extra. Hores handicapped at Bst 101b and over o carry only half the above penalies. "Or, if the Handicapper coniders it necessary, he may increase he above penalties.
