THE TERRITORIALS.
The official explanation given by a. permanent officer of the Territorial staff doos not materially assist ip. tho elucidation of tho circumstances;
which led up to last week's demonstration in Ma.ste.rton. These circumstances can only bo revealed fry a thorough investigation, which it is to he hoped will bo made as speedily as possible. In view of persistent rumours that are in circulation, which may, or may not have foundation, in fact, it is desirable that the inquiry should bo thrown .open to the press, with a view to putting the full facts before the public. A repetition of incidents such as that of Friday will bring the whole system into disrepute. If compulsory training is going to bo effective, it must be carried on in a common-senso and conciliatory manner, and the oause of turbulence, a-s well as turbulence itself, must bo avoided.
