In any Handicap Race (except the Wairarapa Cup Handican), the winner of any Flat Race after declaration of weights shall carry a penalty of 101b, and of every additional race a further penalty-of 61b extra. Horses handicapped at Bst 101b and over to carry onlv half-the above penalties. 'Or, if the Handicapper considers it necessary, he. may increase the above penalties.
