PENALTIES. In any Handicap Race (except the Wairarapa Cup Handican), the winner of any Flat Race after declaration of weights shall carry a penalty of 101b, and of every additional race a further penalty of 61b extra. Horses handicapped at Bst 101b and over to carry onlv half the above penalties. Or, if the Handicapper siders it necessary, ho may increase the above penalties.
